CLINICAL SOCIAL WORKER | Two-Year Contract Position

Position Purpose

In 2008, Juvenile Law Center launched its Youth Advocacy Program (YA) with two youth advocacy groups (Advocates Transforming Youth Systems and Advocates for Youth Justice) for young people with experience in the child welfare or justice system to lead advocacy efforts in their communities. The YA program strives to work with youth most impacted by systems to build power and arm them with tools to push for system transformation and advocate in their communities.  

Role of a Clinical Social worker: Through the program, our youth also receive access to vital support from program staff as many of them are currently still involved with the justice and child welfare systems and navigating adulthood. Staff provides support through regular one-on-one check-in meetings, referrals, or providing support for court hearings, and other emergency resources, including using flexible funding available to aid youth needs.

In this role: The clinical social worker will be expected to provide ongoing support to youth leaders and alumni through direct support, and referrals, as needed or requested by youth, including making requests to management to utilize flexible emergency funding to support a young person’s needs.  The clinical social worker will also support the program in developing a more formal, sustainable process for delivering critical support to young leaders.

Essential Functions (include, but are not limited to)

  • Provides ongoing direct case support to youth and alumni, including checking in with youth on a bi-weekly and or monthly basis as needed to identify and assess a youth’s need for support, and connect them to vital community-based resources
  • Develop and organize administrative processes and filing systems about clinical and referral support offered to youth advocates. Including maintaining and tracking data for all youth
  • Assists in onboarding new YA youth members to the program
  • Develops, plans, facilitates, and brings in external partners to provide clinically focused activities and skills-based workshops for youth advocates, as needed in weekly and ongoing workshops
  • Develops and maintains relationships with local and national community partners
  • Communicates as needed with a youth’s support team, including caregivers, attorneys, caseworkers, and probation officers, family members, and other supportive adults
  • Assists youth with obtaining vital records and records expungement
  • Provides referrals and support letters for youth to supportive services including but not limited to housing, employment, education, and therapeutic support, and the courts
  • Collaborates with Operations and program teams to register youth and YA staff for Modern Health and other time-sensitive and supplied resources designated by Juvenile Law Center
  • Reports to Youth Advocacy Program Senior Manager
  • May be required to provide some supervision to Clinical Social Work interns

Required Qualifications

  • Master’s in Social Work Preferred with a focus in clinical care or case management and a minimum of 2 years of experience is required.  
  • OR Bachelors in Social Work, Sociology, Behavioral Health, or another related field with a focus in clinical or case management and a minimum of 5 years of experience is required.

  • Some travel required, including, but not limited to working some nights and weekends
  • Facilitation and public speaking experience
  • Experience working with children, teens, or young adults
  • Understanding of trauma-informed practices and cultural competency
  • Responds to youth in crisis, including at designated weekend and evening times. Potentially some On Call hours – evenings and weekends for emergencies

Responsibility Level

This position will report to the Senior Manager of the Youth Advocacy Program.


Salary is commensurate with experience. The minimum starting salary for this position is $60,000. This is a 2-year contracted position, with the possibility of an extension.

Juvenile Law Center offers excellent benefits, including employer-paid health, dental and vision insurance for employees and their families, short- and long-term disability and life insurance, and employer contributions to 403b retirement plans. Paid time off includes fifteen (15) vacation days, five (5) personal days, and twelve (12) sick days. Juvenile Law Center is closed for twelve holidays and the week between Christmas and New Year’s Day.

Office Location

This position can be remote or located in Philadelphia. Juvenile Law Center’s office is open to use only by employees who are fully vaccinated for COVID-19. Individuals working remotely are expected to travel to Philadelphia regularly to be determined based on the needs of the position as identified by the individual’s supervisor and the needs of the organization. All remote working employees are expected to travel to Philadelphia a minimum of once every other month.  This position may require some additional travel in Pennsylvania and to other states where Juvenile Law Center has active litigation.
